How to manage Cost of Living Adjustments (COLA) in the system.

- Export FO List
- Send FO Email & Solicit "Excludes" from FO's
- Export COLA Customer Contacts list
- Solicit "Excludes" from RD
- Add Skip codes into the Customer Contacts list.

- Send emails to contacts (Outlook)
To upload a Cost of Living Adjustment file, upload a new CSV file to the S3 Bucket s3://dazser-files/cola/{{colaType}}/{{regionName}}/*.csv. This will kick off backend/cola.ts which will process the CSV file and upload the results to specified region.
